Vintage VEEDER-ROOT Register gas station Meter Gallons Fuel Oil

up for auction is a Vintage VEEDER-ROOT Register gas station Meter Gallons as seen in my photos above. I'm not sure if this works or not I do not know how it works, there is some kind of a wire along the bottom with a lead seal or stamp. This was purchased out of an old Warehouse there's no reason why it wouldn't work I just don't have the answer so I'm selling it as is as seen.
