To commemorate the ten year anniversary of the Apollo 11 lunar landing , President Jimmy Carter issued this proclamation to be honored as the " United States Space Observance ". Through Congressional Resolution and Presidential Proclamation , this commemoration was established in observance between July 16 and July 24 1979 . Professionally matted and framed , it is ready to hang and is in mint condition . Having President Jimmy Carter's signature in the lower right corner , and a sketch of Neil Armstrong by artist Paul Calle on the upper left , this is a great Apollo 11 memorabilia .
